48. Massachusetts
Massachusetts has no shortage of charm with its historic towns, iconic cities like Boston, and beautiful coastal scenery. It also has strong healthcare and education systems, which are attractive to retirees who want access to quality services.
But those services come at a steep price. Healthcare costs in the state are among the highest in the country, and the overall cost of living isn’t far behind. Of its 6.9 million residents, nearly 1 million are 65 or older. The sales tax is 6.25%, and the chilly New England winters may be another drawback for some.
