A Dog with a Beard Is Still a Dog, Not a Goat

Would you consider this photo a terrible haircut gone wrong, or do you think someone intentionally tried to give their dog a crazy hairstyle and got a little carried away? It would be difficult to find a groomer to create such an odd look, so this is definitely a DIY job. I have to give them credit for creativity, though.
